What an Algarve Concierge Service Actually Arranges for Guests

The requests guests really make, what commission models cost, and the AIMA filings and tourist tax that ride along with them.

Search for concierge Algarve and you get a wall of near-identical pages promising boat trips, private chefs and personal trainers. Almost none of them tell you how often anyone actually asks for a personal trainer, what the service costs, or which parts of it are legal obligations rather than luxuries. After enough summers running this for owners, the gap between the brochure and the request list is wide enough to be worth writing down.

This is what guests genuinely ask for in the central Algarve, what it costs, and the compliance work that quietly rides along with it.

What guests actually request, in order

The pattern barely changes from year to year. Ranked by how often they come up:

  1. Airport transfers. The single most common request, and the one with the most to go wrong. Faro is 35 to 45 minutes from most of the central Algarve. Flights are delayed, families land at 1am, and someone has to be tracking the arrival board rather than the booking sheet.
  2. A food shop before arrival. Milk, bread, coffee, beer, nappies. Families landing late with young children care about this more than about anything on a luxury list.
  3. Restaurant bookings. Especially in August, when the good places in Albufeira Old Town and Carvoeiro fill days ahead and do not always answer email in English.
  4. Boat trips and the Benagil caves. High volume, heavily seasonal, and the request usually arrives too late in the stay.
  5. Car hire and baby equipment. Cots, high chairs, stair gates. Cheap to arrange, disproportionately good for reviews.
  6. Mid-stay cleaning and extra towels. On longer bookings this becomes the main recurring contact.
  7. Private chefs and celebrations. Real, but far rarer than the marketing suggests, and concentrated in villa bookings and birthdays.

Note where the private chef sits. It leads almost every concierge page in English and it is seventh on the list of what people ask for.

What a serviced stay looks like week to week

French-market operators tend to publish their service frequencies rather than hide them, which makes for a useful benchmark. A typical serviced villa week on that model runs:

Housekeeping Twice a week
Towel change Twice a week
Pool maintenance Once a week
Welcome basket On arrival
Guest contact Seven days a week, in the guest’s language

If a quote does not state these numbers, ask for them. “Housekeeping included” means very different things at twice a week and at once a fortnight, and it is the difference guests notice by day four.

How much does a concierge service cost

Two models exist, and mixing them up is where owners lose money.

Per-service pricing. The guest pays for what they order: the transfer, the chef, the boat trip. The owner pays nothing. This is what most “concierge” pages in the Algarve are really selling.

Commission on rental income. This is full management with the guest-facing layer included. Across the Portuguese local accommodation market, companies generally charge 15% to 25% of rental income, with the larger international operators starting around 15%. In the French market the published range for comparable conciergerie work runs wider, roughly 15% to 30%, depending on what is bundled in.

The commission model has one honest advantage: nobody gets paid unless the property is booked, so the incentive to fill the calendar is shared. The trap is comparing headline percentages without checking what sits inside them. A 15% quote that excludes linen, pool care and out-of-hours calls is not cheaper than a 20% quote that includes them.

The part nobody puts in the brochure

Some of what a guest-facing service does in Portugal is not hospitality at all. It is legal compliance, and the penalties fall on the owner.

Guest registration with AIMA

Every foreign guest, including guests from other EU countries, must be reported to the authorities through the SIBA system, now run by AIMA after it replaced the SEF in October 2023. The data has to be filed within three hours of check-in. There is no minimum size of property that exempts you. Fines for missing or late filings run from 100 to 2,000 euros.

Three hours matters practically. A guest landing at midnight and reaching the property at 1am still has to be filed that night. This is a large part of why remote self check-in with a lockbox goes wrong for owners who have not thought it through.

The municipal tourist tax

This one is collected from the guest but is the owner’s responsibility to charge, declare and hand over, and the rules are set town by town rather than nationally:

In both cases guests under 13 are exempt. If you own in one municipality and take advice from a neighbour who owns in another, you will get this wrong.

A guest arriving in Albufeira in May for ten nights therefore owes the tax on seven of them, not ten, and not on the eight-year-old. Getting that arithmetic wrong in front of a guest at check-in is a small thing that reads as amateurish.

What a concierge service will not fix

Worth being blunt, because expectations here get inflated:

  • It will not rescue a badly priced property. Guest services affect reviews, not your rate.
  • It will not compensate for tired furniture or a bad mattress. No welcome basket has ever recovered a review about a broken bed.
  • It will not make a remote owner’s problem disappear. Someone still has to hold keys, meet the plumber and be fifteen minutes away on a Sunday.
  • It rarely generates bookings by itself. Concierge is a retention and reviews lever, not a distribution one.

What does a concierge service in the Algarve include?

Typically airport transfers, pre-arrival shopping, restaurant and activity bookings, car hire, baby equipment, mid-stay cleaning and a local contact available every day. Chefs, boat charters and celebrations are arranged on request rather than included as standard.

Is a concierge service the same as property management?

No. Concierge is the guest-facing layer. Property management also covers pricing, listings, maintenance, cleaning contracts, legal filings and owner reporting. Some companies sell one, some the other, and the words are used loosely.

How much does it cost in Portugal?

Either per service, paid by the guest, or as a commission on rental income of roughly 15% to 25% for full management in the Portuguese market.

Do I legally need one?

No, but the obligations are real whether or not you delegate them. Guest registration with AIMA within three hours of check-in and the municipal tourist tax both apply to you as the owner.

Does it work for apartments as well as villas?

Yes, though the request mix shifts. Apartment guests ask for transfers, shopping and restaurant bookings; villa guests are where chefs, pool service and celebrations concentrate.
